Who pays for an on-call visit?
It depends on what the fault concerns and what the association statutes say. Housing associations usually pay when the issue is urgent and related to shared or fixed building systems. The apartment owner may need to pay if the fault is due to negligence, DIY work or something that under the statutes is the resident’s maintenance responsibility. Can residents have to pay for work inside the apartment?
Yes. What the association versus the resident is responsible for is governed by the statutes. When the resident is to pay, this should be clear before work starts, so the resident can choose to fix it themselves or via another tradesperson. Fullservice works on behalf of associations, businesses or property owners and follows your order and agreement.
Are the rules the same in every housing association?
No. Maintenance responsibility and cost allocation differ between associations, even if many start from similar statute templates. The board may also have decided on deviations. When unsure, contact the board or your property manager. Fullservice provides on-site technical help, but does not decide the legal split between association and resident.
When does the association usually pay for faults in the apartment?
Associations often cover faults in the fixed heating, water/drainage or electrical systems, for example built-in pipes and wiring in walls and floors. Water-based radiators and original cooker hoods or heat recovery units that are part of the building ventilation usually also belong to the association. If the resident has installed equipment that affects the system, the resident may be liable. Exact boundaries are in your association statutes.
What am I usually responsible for as a tenant-owner?
As a tenant-owner you often have maintenance responsibility for things like clearing drains, toilets and water traps; washers, taps and mixers; sockets, switches and lamp outlets; surface finishes and visible fittings; as well as window damage to the apartment and other DIY additions. A simple rule of thumb is that what you can see in the apartment is often your responsibility, with exceptions such as radiators and some original ventilation. Always read your association’s current statutes.
What applies if I rent an apartment in the association?
Different rules apply to rental tenants than to tenant-owners. Responsibility and costs are governed by the tenancy agreement and tenancy law. Contact the landlord or the board for guidance in your case.
What do the statutes say about my responsibility?
The statutes describe what the association versus the tenant-owner must maintain. Newer statutes often give more freedom in the apartment, but also an obligation to cover damage caused by own installations or negligence. For example, an incorrectly fitted tap that disrupts hot-water circulation, or water damage due to carelessness, can lead to claims from the association.
